Why do people overseas stay at the same speed? That doesn't sound particularly safe, it does take a bit of time for your eyes to adjust from the bright sun to the darker tunnel, and to get your headlight on if they aren't automatic ones. Safety would seem to indicate a slow down until everything is adjusted to the current driving conditions.

Oftentimes (if not usually) he speed limit is lower in the tunnel, so that's one reason people slow down. Another might be that they need to get used to driving with lights on.
Also, I've been through a few tunnels in which the TUNNELS themselves are 2 lane, but the road leading in to them may be 3 lane. Or, there can be a backup to to an accident in or around the tunnel.

Overseas tunnels have good lighting.
US tunnels do not.
Safe speed to drive depends on road conditions, visibility, traffic density, etc.
Before entering the tunnel, visibility is usually pretty good, especially in daylight.
After entering the tunnel, visibility can be impaired.
Also there may be eixt ramps, merge ramps etec. at the end of the tunnel, which we cannot see what's there clearly until we emerge from the end of the tunnel, when we better be driving slow enough to avoid a collision with that other traffic that we cannot see until we get thru the end of the tunnel.

Most tunnels are just 2, 3, or 4 lanes, while the approaching highways are 6 or more lanes. That's why tunnels are like funnels.
I'm sure overseas it's the same thing.

You don't see a thing when you just enter the tunnel, so people by reflex just slow down and keep that same speed till the end.
