Have never heard of novum centrum as having any special meaning as a motto, saying, etc.

Most common usage would be to translate as 'new center'. However, both words could have other meanings, depending on context - which is missing here.

Novus, nova, novum could also be: fresh, young; unusual, extraordinary in addition to just 'new'.

Centrum could also be: vanishing point, axis, pivot, or knot in addition to center.

Maybe a combination of those words will ring a bell somewhere.

Together "novum centrum" means "new center".

The basic form of the adjective here is "novus", but because the noun "centrum" is neuter, to modify it we must use the neuter form of "novus" which is "novum".

Please note that "novum", meaning new, was pronounced [NOH-woom] and "centrum", meaning center, was pronounced [KENT-room].

From Latin "novus" we get French "nouveau". Italian "nuovo", Portuguese "novo" and Spanish "nuevo".

From "centrum" come French "centre" and hence the same in modern English (center in American English), as well as "centro" in Italian, Portuguese and Spanish.
