Do not listen to the people here who say silencers are “highly illegal” or require a license or permit to own. Silencers are legal in 35 states for civilians. Pipe filled with steel wool works like crap unless it is used with 22 rim fire ammo, it will also make the gun very inaccurate when the bullet impacts the steel wool. The ATF does not have silencer or other firearms plans available to the public. There are many people like myself who legally build silencers without a license or permit by submitting an ATF form 1 along with the $200 tax. The form does require your local sheriff’s signature on it though. You can also buy a silencer (a title II weapon) from class 3 dealer, also paying the $200 tax. The US patent office has drawings online that you can download. There are drawings and photos available at www.silencertests.com. You can download the required ATF forms from www.subguns.com or from the ATF homepage. Good advice about making silencers is available at both websites, unlike the lousy advice from the likes of arbaughm, JD, Matt M and randy c.
Hopefully you live in one of the 35 states that allow silencer ownership. If you decide to design and make your own silencer, it is important that you obtain the approved ATF form 1 before you start to make any parts. Any single part intended for use as a silencer is by itself a silencer. You also need to make it right the first time. You are allowed to make repairs, but you can not replace parts even if you destroy the original part first. The only way to replace parts is to send it to a licensed manufacturer.

You need to have a Federal ATF issued Class III firearms license to possess a silencer in the US. Beyond that many states have outlawed silencers altogether.
Also, there are legitimate comapnies that manufacture silencers for sale to Class III dealers and to the military. The actual blueprints and design of each of their silencers are closely guarded trade secrets between those companies.

Although It's highly illegal in most states, and I very much advise you DON'T try this, metal pipe with steel wool lining the interior does wonders from what I am told. Or you can just buy sub-sonic ammo...
