Your wife needs to take the baby's birth certificate and her US passport to the US embassy, or any of the US consulates, and file a document called "Report of Birth Abroad." She'll pay an application fee and a passport fee for the baby. In about a month you'll get a US passport for the baby and at Social Security Card.

You would have to applied for citizenship, passport etc for the baby once s/he is born. But if the mother is a full US citizen by birth this should not cause a problem

If your wife is an American citizen then your child will be a dual citizen; Mexican and American. After the birth she should go to the nearest American embassy or consulate and register the birth.

It usually depends on how long his mother (the US citizen) lived in the US. You can find details at uscis.gov. Also, she should file for 'US citizen born abroad' assuming she qualifies, because it will make it easier for him to be recognized as a US citizen in the future.
