Seems to mean Big Pharmaceutical Companies. Lots of articles in CNN Money about Big Pharma. See example at site below.

"Big" Pharma is the media word for the Pharmaceutical Researchers and Manufacturers of America, or PhRMA. Almost every drug company you can think of is a member. PhRMA is the main lobbying group for the drug industry (hence the "Big"), and one of the largest lobbying groups in Washington. One of their major goals is to ensure that federal policies benefit them. Some (like PhRMA themselves) would say this means greater medical research, others would say profits above safety.
