You should be able to get a bag of all-purpose white flour for about $1.79, with better brands going up to $2.49. I like Hodgson Mill and Robin Hood flours best for baking, but they cost near the high end.
Cake flour costs way more per pound, so consider that if you're making a cake from scratch.
