Depending on which level of the government you are looking to apply for will determine how you go about applying. If you are looking for a federal job with a particular agency, go to that agencies web site and apply through their system. If you are looking for a state government job, then most states have civil service sites in which you can download testing materials, applications, and job requirements. If you want a local government job such as city, county, or municipality, then a cv or resume with a cover letter will probably work.
Most federal jobs are posted at www.usajobs.com.

Go to the unemployment office where you live, and check out the requirements for the different jobs available. (this is for state jobs). fill out the forms for the jobs that you think you qualify for, and for each, you'll take a test. Once you receive your score, assuming you pass the test, you will be ranked based on your score, and if you have any credible military service. Military personnel usually get a 10 point bonus added to their score. On your applications it will ask you where you would be willing to work. the more places that you pick, the better your chances.
For federal jobs, go on line and check out USAJOBS. You can fill out an application as well as a resume right on line.
