is it proper english to say "I've to go shopping." It just does not sound correct.

Yes; the expression is quite fine.
In fact, it is useful to use brevity and efficiency in language, so long as it retains proper use and function.

The term, "I've", is simply shortened form for "I have".
So the sentence could be interpreted as,
"I have to go shopping." ... which sentence is quite acceptable.

I've to go shopping sounds weird. Maybe the person mumbled "I have to go shopping"

There may be some regions where your example would be accepted, but I would say that either "I have to go shopping" or "I've got to go shopping" are more widely used and therefore safer.

I'm going shopping, or I am going shopping, or i've got to go shopping

a very expensive chum of mine I met right here at uni is from Nigeria and he or she has the nicest accessory i've got ever heard (it makes her unique). Why in the international could you prefer to alter that? besides even the Queen's accessory isn't that positive anymore.

No, it isn't correct. You are missing the 'got'.

"I've got to go shopping"

However, in common usage, some people merge or drop the "got", so I doubt that you said this anyone would fail to understand what you are saying.

Sure, it's proper. If it doesn't sound right to you, say "I have to go shopping." Same thing.

I think it would be "I have got to go shopping"
