Generally, a Kingdom Hall is built without windows only in areas which tend toward hate crimes and vandalism against houses of worship. Sadly, it seems that the questioner is from such an area, and perhaps even more sad that such religious intolerance occurs worldwide.

Perhaps these anti-Witness bigots fail to understand that their vandalism and persecution actually work to help prove that Jehovah's Witnesses are true Christians.
(2 Timothy 4:3-5) For there will be a period of time when they will not put up with the healthful teaching, but, in accord with their own desires, they will accumulate teachers for themselves to have their ears tickled; and they will turn their ears away from the truth, whereas they will be turned aside to false stories. J.R. Brown, national spokesman for Jehovah's Witnesses, says:
"Our halls vary with the climate and security concerns of a region. For example in the Caribbean they are open-air . . . but in the United States we have given quite a bit of attention to security and vandalism, so we will build halls without windows. And air-conditioning is expensive [with more windows]."

This question has been already been answered over 30 times on Yahoo Answers.
Basically, it is cheaper not to build windows. JW choose not to build windows on some churches in areas with high levels of persecution or vandalism. Personally, I have only seen 2 JW churches with windows out of 10 or so in my area.

I never noticed that ... but my guess would be they want no "outside" distractions from their worship time during their fellowship.
They are a very "no outside influence" denomination. I worked with a JW years ago adn asked why they didn't celebrate Thanksgiving (the holiday at the moment of the conversation). He told me "Because every day is a day of thanksgiving."
*shrug*
