A "Chief Steward" is the local site representative for a Labor Union. This is a position held by a "regular worker" voluntarily, it's usually voted on.

The Chief Steward is the main link between the Union guys at a plant and the Labor Union they belong to, responsible for transferring information between the union leadership and the plant union workers.

Sometimes it can be a thankless job.
