Basically it's Major Depression (severe depressive symtoms) with episodes of Hypomaina (mild mania).
Hypomania is where someone has an abnormally elevated mood but it's not quite as extreme as full blown mania. A person with hypomania can usually function pretty well in work, social activity, etc. True manic behavior is generally too extreme for the person to function around other people.
I work in mental health and my brother has Bipolar II.
When he's in the hypomanic mood, he's irritable; get's angry about very small things, or he says things that are very inappropriate and hurtful for no apparent reason. Most people would see this and probably say "what an a--hole" instead of "he's crazy." It's a little out of the ordinary, but not that strange. I have seen people who are manic and they are weirder, talking amazingly fast and saying really bizarre things, etc.--it's obviously worse than hypomania. People with Bipolar II don't have psychotic symptoms like hallucinations and delusions, sometimes people with Bipolar I do have psychosis.
In general, Bipolar II is less severe than Bipolar I.

Some of the behavior is not as extreme. I am diagnosed with bipolar II disorder and right now my life is a mess. I have multiple lines of thoughts that occur all at the same time. Trying to even have a conversation is hard. I get distracted and just leave sentences hanging (all the time). Everyone is not the same though.

According to the definition in the Diagnostic and Statistical Manual of Mental Disorders (DSM-IV), bipolar II disorder is "characterized by one or more Major Depressive Episodes accompanied by at least one Hypomanic Episode." The key difference between bipolar I and bipolar II is that bipolar II has hypomanic but not manic episodes. Symptoms and characteristics of depression include:
Decreased energy
Weight loss or gain
Despair
Irritability
Uncontrollable crying
Symptoms and characteristics of hypomania include:
Grandiosity
Decreased need for sleep
Pressured speech
Racing thoughts
Distractibility
Tendency to engage in behavior that could have serious consequences, such as spending recklessly or inappropriate sexual encounters
Excess energy
It should be noted that the symptoms of hypomania are the same as for mania, but they are less severe.

Therefore, the official diagnostic criteria separating a diagnosis of bipolar II from that of bipolar I disorder is that hypomania does not cause marked impairment of functioning or require hospitalization.

Bipolar II is a less severe form of bipolar disorder. Instead of manic episodes the person experience hypomanic episodes. Both types of bipolar have major depressive episodes.

Basically Bipolar 2 patients have hypomanic episodes and more depression.
(Compared to Bipolar 1 who have full blown mania and less depression)
It is often said that Bipolar 2 is a less severe form of Bipolar disoder because the patients never reach manic states.
