You can drive from Seattle to Anacortes and take a Washington State Ferry to Sydney, BC. Also you can drive to Tswassen, BC and take a BC Ferry to just north of Victoria. The Victoria Clipper makes the trip in about 2 hours from Seattle. There are also regular commercial flighst from SeaTac and also South Lake Union.

Anacortes Ferry Vehicle reservations are required to travel from Orcas Island and Friday Harbor to Sidney, B.C. and are also available, but not required, on sailings between Anacortes and Sidney, B.C. Vehicle and driver the fare is $53.70 depending on the day you sail.
This is a beautiful trip, I have traveled that way in the past, very scenic, keep an eye out of whales and porpoise !!
When it says it arrives in Sydney it docks right in Sydney and not at Tawassen which is a mile north of Sydney.
I dont know where it docks in Seattle or if its near Seattle.

From the North
Take I-5 South

Take a left at 12th St and follow signs to the ferry terminal.
From the South

Victoria is about a 15-20 minute drive from Sydney, though if traffic is heavy it will take longer. Sometimes the drivers on the island, in the Victoria area are real idiots, just putting along at about 40 kph.

There's a walk-on ferry from downtown Seattle to downtown Victoria, a car ferry from Anacortes to Sydney, and a car ferry from Port Angeles to downtown Victoria. Or you can drive from Seattle to Vancouver and take the car ferry to Sydney.

There are ferry's running from several locations. We drove about 40 miles into Canada and put the car on one there, Don't remember fee but was not to high, however everything in Victoria is very expensive, it's a tourist mecca.

Do you have citizenship in Canada or a visa to live there? It's not that easy... Anyways Seattle is super liberal. Gay marriage just became legal in the state of Washington, and you can smoke pot. I'm not exactly sure what the pot law is now, but I think if you smoke it on the street the most you'll get is a warning to stop.
