As far as I know there are no standard for dive vehicles, though dive boats normally have something to protect the tanks and gear from damage. This can be as simple as straps, or as complex as fittings to hold tanks in place. You also need a way to board, so generally a boat/ship with a low free board is selected.

Most of the construction/demolition sites I have worked at have had some diving work involved, and always it was some 4 dr pickup truck the dive team used. the compressor in the back, the rack for the air lines, they could carry a heater for the hot water suits, the dive suits were in heavy plastic shipping boxes, the boxes for the comms they kept in the back seat.................if you need info on how to design a vehicle look up commercial divers in the yellow pages and go to their home site and look at the the vehicles, a picture is worth a thousand words.........

I know of no standard specifically for diving equipment.
Do check the welding safety manuals for safe handling of compressed air tanks.
Just common sense tells you that the tanks should be secured to prevent physical damage and not be exposed to the hot environment of a closed vehicle parked in the sun.
