Looks like your package is in China and not PA. Better contact them if it was supposed to arrive in PA.

it left Shanghai August 1, went through Anchorage Alaska , arrived at Indianapolis where it was cleared in as an International Arrival ( ie it went through US Customs) on August 3 on its way to you so you should have seen it by now.......

Naval blockades are not illegal under international law. Can you name any international law or treaty that forbids naval blockades or quarantines?
