No you can only buy a reward seat with miles. Some airlines have changed their frequent flyer scheme so you can buy any seat with miles but United is not one of them.

Any seat you buy with United frequent flyer miles is an 'award' seat. The number of miles required for an award seat varies depending on whether you will fly in low, high or shoulder season and whether the seat is in coach, business or first class.
You can also buy a full price (not discounted) seat in coach and use frequent flyer miles to upgrade to business or first class.
Award seats are released 90 days before flight dates and the number can vary up or down the closer you get to departure depending on the number of tickets sold for a particular flight.
