Technically speaking, propelled bodies with post launch guidance are called "missiles". Rocket propelled unguided ones are just "rockets". The Chinese had rockets, not missiles.

Its not an invention or discovery, its evolutionary engineering development. We can vaguely say that Robert Lussar and Fritz Gosslau pioneered missile technology with their V1 flying bomb design.

Rocketry was first pioneered by the Chinese around the 13th century. The rocket motor later evolved into the modern missile.
