thanks for the answers so far, but i dont think its mites or anything like that. when he does it he sticks his tail straight up in the air and makes the most ridiculous noise and moves himself slowly up and down. hes done similar things when i was petting his tail and lower body.. so i highly doubt its anything other than for pleasure. i just dont know if its normal..

yeah. he must have an overactive sexdrive.. he does it literally for hours on end. he;ll keep going for maybe 45 minutes... then rest for a bit. get some water, get some food.. then go back to it.
im considering getting him a female.

I have heard of parrots doing this to certain toys they like or their owner's arm... and they are certainly getting it on. :\
It could be that, or might it be at all possible that your bird has mites or worms or something else? Worm it, at nighttime, shine a torch in the cage and see if there are tiny red bugs running from the light (mites).
It could be that he's humping the perch, or that it may be something else.
EDIT: just read your additional notes, sounds like a horny bird, lol. Touching his back and tail can be seen as sexual to him. So can touching the vent area and beak wrestling.
It's not something I would neccasarily reccomend though, because sometimes birds that do that can turn very aggressive towards anyone else and be possessive of you, or possibly even harming yourself.
But yes, it is pretty normal.

yepp he is masterbating lol.. At least he isn't trying to hump you... my Ekkie loves me so much that when we play catch ( yes he plays catch ) he gets so excited about playing that when he climbs back on my hand he gets real low in the back and trys to rub on me I promptly nudge him off.. If I am wearing a bathrobe he trys the same thing on the shoulder area of the robe.. I know he likes the perch but it might be best to take it out of his cage... You really want to try to stop that type of behaviour... Get him a girl friend lol.. get him a stuffed animal to play with maybe that will help... Good luck

I have three teils and only one does this. He likes to get on the bottom of the cage in one corner. It actually looks like he thinks he is a hen and want to lay. I thought he had gender issues. His brother ignores him. Good to hear others kinda do the same thing. Your will probably always do this unless he has a girl friend. But do you want to breed? That is the real question. Evita

Parrots are very sexual in nature usually in the spring. I would suggest removing the thing he likes to masturbate upon. Keep it out of the cage until the seasonal behavior passes. (unless this is an everyday all year behavior, talk to a vet) When you pet him, ONLY pet his head. Petting his back and tail stimulates their want to nest with you.

My parrot rubbes his genitals at people when they stare into his cage. Sometimes in the middle of the night, he makes these weird grunting sounds and starts to hump the side of his cage so hard that the whole cage shakes. I also have to constantly clean his "juice" off the side of the cage. My advice to you would be to give him some bird porn lol!

Get him a mate. I had a female bird who used to take a strange posture and move right and left making a special sound, and she liked to be petted when she did that. Unfortunately she died before I could get her a mate. Sniff! I really really loved that bird, she was the sweetest thing.

My bird isn't a parrot but once in a while, he makes these screeching noses and lifts his tail up, and goes WILD, then he starts attacking my fingers and tries to "hump" my fingers.
I think it's pretty..normal. hahha

...Before you take any action yourself, you might want to consider that PETA, (People for the Ethical Treatment of Animals) supports animals in lawsuits against people like you who meddle in the affairs of helpless parrots who cannot choose for themselves. You could be getting yourself into a lawsuit, for not allowing your parrot to exercise his free will.
...If that happens, join the other PETA group (People for the Eating of Tasty Animals) - they can probably help you out, and do in this strange bird.
...Anyway, definitely do a parrot-ty check........
