I don't know if you're legally entitled to buy a firearm considering your prior conviction, but if you really did get a full pardon from the governor then I'd suggest hiring a lawyer to get the state to straighten out it's paperwork on you. In the meantime, no retail merchant has a right to keep a customer's money if he doesn't give him the merchandise (regardless of the reason why he can't sell it to him). Threaten to take the gun dealer to small claims court if he refuses to return your money to you.

There is more going on that you are not sharing. First the gun store cannot keep you money, only a deposit if the gun was held for you past the required 'waiting period' second the letter of denial must include a case number and phone number of the BATF office that has jurisdiction over the particular gun dealer. You are entitled to a review and explanation of the denial.
I would start with a claim to the store for your money, if that is refused go to small claims court. Also if you are a NRA member they have free legal advice.

It's simple, you were convicted of a felony and as a convicted felon you are not entitled to purchase a gun, even if the Governor of Ohio says so. (Although you were 16 at the time, were you tried as an adult? Juvenile records are normally sealed, and conviction information is not given for sealed records)
Because it's a Federal Law you would have to receive your pardon from the President of the United States, in order to qualify for gun ownership.
The Gun Store owes you the amount for the gun, file the papers and sue them.

the justice system at work again, amen you don't need a damn gun your a convicted felon beside you probably did not lose your right to vote to began with, that is only with a crime of deception or money embezzling etc. and you do have a violent history you stated that you were convicted of breaking and entering, and yes you are a criminal and a crook because of your past, its against the law to sell or possess a firearm for convicted felons, that is a state and federal law.

Unfortunately it only takes one felony, I'd look into why you were denied. Funny how the guys who try and follow the law it's tough and not an easy road but if you wanted to go buy one on the street you'd be firing off rounds in the house as we speak. Stay American and stay strong.

The store can legally refuse to sell you a gun, but if you walk in, put down $700, and they don't sell you the gun OR give back the money, then they are stealing your money, and that's a felony.
