A dog that has a fever or is over-heated, or dehydrated will have a dry nose,.
However, a dry nose isn't *always* an indication of something wrong. A perfectly normal dog may have a nose that is moist at times, and dry at times.
However, prolonged dry, cracked nose, particularly with loss of pigmentation, scabs or open sores should definitely be examined by your veterinarian.

a dogs nose is always supposed to be wet. The only time it is dry is if they have a fever.

It depends.
If it licks its nose a lot, it should be wet.
If it doesn't lick its nose, it should be dry.
