You would want to save it as a JPEG, for good pic compression.
Right-click the bitmap, then click "Edit".
In Paint, click the "File" menu.
Click "Save As..."
Change the file name and then browse to where you want to save your new compressed picture.
Under the drop-down menu "Save as type:", select "JPEG".
Click "Save", and your done!
Go to where you saved your compressed pic, and it will be there, significantly decreased in file size.

If you have Microsoft photo editor, use it to open the .bmp file, do some kind of adjustment, then save it under .jpg. I do this all the times with the pictures I have from my camera.
If you do not have this sw, open it with the default application, again, do some light adjustment, then save it under .jpg.
