Dogs can be overly excited when being released for multiple reasons. The easiest thing to do is to keep the other (less dominant dog) out of site for a minute or two until he settles down. One of mine will attack any of my other dogs when I let him out into the yard if they are standing near the door. Problem ended when I kept the idiot dog on a stay until the other dogs entered and got past him.
What Hollisterlove said will work but only if both dogs fear retribution from you more then the pleasure of following their instincts. However, most people do not want their dogs being afraid of them and I strongly recommend against it as it can lead to worse problems in the future.

Spay/neuter if they aren't already.
Walk them...chained dogs do not get enough exercise and they are bored and lonely.
It's best to get someone to help so you can each walk one dog. Start out with the dogs far apart walking forward....NOT nose to nose or staring at each other.
Correct any staring, stiff posture or growling or aggression.
Once the dogs are walking in Heel position, not in front of each of you, gradually bring them nearer but still side to side...not face to face. Keep them under control.
If they stay calm, you can try walking them on either side of you. Watch them and correct any problems....timing is important...that is why a pro trainer would be a huge help. Learn to watch body language. You can muzzle the aggressive dog if you need to at first....till you learn to read the dog.
You want to spot bad behavior when it first starts not when the dog is already lunging and snapping. Don't get bit, keep the other dog and friend safe.
An obedience club is probably your most economical choice for training your dogs. http://akc.org has links for clubs.
If you can't or won't train them, find a home for one of them and get them off chains !!!!
Screaming or hitting your dog is a BAD idea. It just makes an aggressive dog more excited. I rehabbed a 10 yr. old Siberian that would attack any dog on sight. I used a prong collar and walked her with dogs I wanted her to meet. After a walk when both were calm...then I held her still and brought the other dog over to sniff her bum. She only got to sniff if she stayed calm.
For now find out how the one dog is getting "off his chain" and fix the problem. Your dogs do not respect you. Being a calm leader and retraining them can make a huge difference.
I also recommend Cesar Millan's books and DVDs. He rarely takes new clients...tho they are taking submissions for the next season. But a training class or local trainer can help. Any dog pro will tell you to get them off the chains as soon as you can.
If you don't have time or money for the dogs...consider finding both new homes. My dogs live with me in the house. My outside dog, a Borzoi (he got too hot), still came in and watched TV every night and ate his food inside and went lots of places with me.

are they kept chained? if so, start there. chaining a dog makes them aggressive. you need help if you don't know how to handle dogs. look up some trainin info online and get a trainer to help. aggression problems are hard to deal with if you don't have much experience and are dealing with an unsocialized dog. If the dogs saw you as a leader they wouldn't have to fight to be the leader. really do a lot of research and see how much you can do yourself and if it's at the point where you need help. let him of the chain and every time he's good to the other dog tell it its good and giv it a treat every time its bad or tries to get the other dog say No! giv it a smak and put it bak on the chain! it will probley take a while for it to learn but its should learn soon or your goin to have to seperate them and walk them at differant times! keep doing this till it learns or spraying it with water usually works!

Make a noise like elkly! And it has to be Short and sharp! Say it loud with power! Be calm and assertive! Don't be nervouse like

Put him back in and say bad boy! and put him on the chain. Your dogs better not stay outside all the time tho...expessially in the summer heat, or the winter cold, and in the sun!

That's why you do not chain dogs up. It gets them mean & territorial. And when they are tied up, they can't protect themselves from outside abuse & neglect.
Try training your dogs without a chain & see if they behave better.

try seperating them and yelling "no". that'll let them know its upsetting you.
test the dog and if he does well, reward him. if not yell "no"
