Exfoliate your skin using a fruit peel, facial scrub or microdermabrasion method to remove the dried layer of dead cells on the skin.
Mix together oatmeal with a few drops of lemon and honey to make a loose paste. Apply on the skin, leave it for a few minutes and rub off in circular motion with the fingertips. The rough granules in the oatmeal act as a natural exfoliator. Lemon is a natural bleach and honey moisturizes the skin.
Hydrate your skin well by drinking at least 3 liters of water every day and applying water-based moisturizer before using makeup.
Wear a tinted moisturizer from Neutrogena or Sephora that comes with built-in SPF 15 or 20 to give sun protection. These lightweight, oil-free moisturizers hydrate and even out the skin without the effects of makeup.

You can try to apply Miho White Essence which will help to whiten the face and also moisturize and lighten any fleckers or pigmentation should you have it.
Check out the online store. Product is not available in any departmental store.

Without some kind of makeup, you can't.
You can use a lightweight tinted moisturizer, lightweight foundation or powder foundation that would be light but still give you the coverage you need.

If your problem is your face, then maybe you can use Pond's whitening cream. Some hydroquinone with tretinoin formulas can also help. Better consult a derma.
