go to the FAA website, and look for the eligibility requirements for "private pilot glider" or Glider Rating. One of the two. You can solo in a glider at 14, not 13. License at 16. Read speak and write english.

It's FAR (Federal Aviation Regulation) Part 61.83 and Part 61.103

The Medical examination has to be given by a physician approved by the FAA. Your best choice is to go to a local small airport and ask around as to who is available in your area. If you pass examination, your Medical card will also be your Student Pilot certificate.

If you intend on operating any aircraft with a radio (and many gliders have them) you need to apply to the FCC for a radio operator's license. I forget whether you need to pay a fee or not...I got mine over twenty years ago.

Once you've got your Medical and your radio licence, then you can take flying lessons.
