I am interested in purchasing a 12gauge for the simple reasoning that I love fishing and I would like to be safe in the the foot hills in Northern California(ex: Mountain lions, bears, etc...) What would be the appropriate steps and regulations I would have to undergo to buy a firearm? Note: this is going to be my 1st firearm purchase.

I agree and handgun would be more effective than a shotgun for this type of application. However for California to buy a 12ga. Shotgun here is what you need.

Photo Drivers license or photo Identification Card issued by the California Department of Motor Vehicles, with current residential address printed on card

If current address does not match ID, Proof of residency is required, per Federal requirements.

Copy of CPSD receipt or safe affadavit, if firearm does not come with a CA OK lock

Utility bill (IE: water, gas, or a LAND line telephone or cable bill)

Property deed or certificate of title

Government issued DOCUMENT (City, County, State or Federal) that has a specified expiration date or period of validity (IE: VALID vehicle registration, CCW , property tax bill. California Drivers License or California Identification Card will not work)

A residential lease/rental agreement from a company which has government recognition on that company’s letterhead. The lease must be signed and dated by which the individual (tenant) agrees to pay a specified monetary amount to occupy a residence

All forms must have your name and current physical address
All forms must be dated within 90 days
All utilities must be “land based.�? NO CELLULAR PHONE BILLS
All forms must be originals. No copies accepted
All California peace officers are exempt from proof of residency

Once you provide this your information will be entered into the system and you will begin your 10 day waiting period. Once the 10 days is up you'll go in sign some papers and the guns yours.

A handgun is different you need what was previously mentioned except you have to be 21. Have taken a handgun safety class, and have the certificate. Same 10 day wait, and you have to show that you can unload and clear the weapon before it is released to you.

I see that some people completely disagree with using a handgun, but if I'm fishing that means I have poles and tackle and bait I don't want to lug around a shotgun also. A handgun is more portable. I'm not saying a shotgun won't work, pretty much anything will work, it's just not as handy...no pun intended.

I completely disagree with the previous answers, sorry guys but most novice shooters cant draw and fire 10-15 rounds of .40 or .45 in a few seconds or even keep them on a full sized silloutte (nevermind the 6'' kill zone) at 21 feet for that matter, I've seen to many people with experiance fail to qualify on their first try even if it was to save their life. for that application and your experience level a 12g pump loaded with 00' buck 3 or 3.5 mag is the best choice, its hard to miss (especially compared to a high caliber handgun), stray rounds wont travel far and has about 10x the stopping power of any handgun.
you can pick up a winchester defender or a mossberg 500 with a good sling for less than $300, the short pistol grip turns and handles easily and it wont hurt anything if it falls in the river.
just practice with 2 3/4 upland game loads as the magnum buck shot loads are a little hard on the hand.

not from CA so someone else will have to help you with the details, here in NV my ccw means no paper work.

You will be better off getting a handgun. Easier to carry, faster to draw, more ammo, easy to clean.
Look at .357 magnum revolvers .45ACP Semi-Autos. Learn to shoot well and accurate. Practice (with an unloaded gun) quick draws which means buying a good and fast holster. Fobus works the best and they are inexpensive.

look at the Mossberg Model 500 you can get a kit with the bird barrel and slug barrel for around $350.
