Yes, foreigners can own property in Canada, many americans own cottages in canada. The warmest place in canada in summertime is in southwestern ontario, around windsor, or in the interior of british columbia, near kelowna, or in southeastern alberta, around medicine hat. The warmest place in canada in the wintertime is in vancouver or on Vancouver island on the west coast.

Of course foreigners may own property in Canada but you do have to be aware of some areas. Prince Edward Island for example , if you own land and are from anywhere else, your property taxes are double what a resident pays. They instituted that policy back in the 1960's to "protect" shore line property from being bought up by foreigners. Can't say for sure about other areas but I doubt there is a difference anywhere else. As far as warmest places, earlier responders correctly pointed out the warmest areas(which also tend to be the most expensive). Enjoy your hunt and you can go to mls.ca to check real estate prices in each province and territory.

Yup. It really helps to drive up the prices too.

Victoria is considered to be the warmest year round place in Canada. That's why it has so many people buy property there to retire. Anywhere on the BC coast has a milder yet wetter winter. I believe that is what you are considering by warmest, warmest winter. Summers are pretty standard for most Canadian cities.
