The amount of chlorine allowed in your drinking water is enough to sanitize the pipes; if it is too much then the smell will keep you from drinking it.

Chlorine is a very reactive and dangerous gas, which makes it an excellent cleaning agent since it will attack almost anything. It also makes it very dangerous in concentrated form. Clouds of chlorine gas released in train tanker crashes have killed people, burns out their lungs.

If you smell a lot of chlorine in the water then clearly it is not safe to drink. But, the water plant will add enough chlorine to sanitize the pipes and sometimes that can be at a dangerous amount.

The safe amount of chlorine in water is enough to keep the pH value between 7.2 to 7.6 (pure water is 7 pH).

Chlorine was added to help eliminate bacteria that resides in groundwater, and the actual amount of chlorine used varies depending on what part of the country you live in. The 2 links below may answer your question, although there is no definitive way to test how much you actually have, as the amount they inject into the system is designed to dissipate as it works it's way through the pipes. Some studies as of late though raise concerns about chlorine in our water source especially when taking showers and baths. The heated water coming out of shower head causes the chloride to evaporate and allows the chlorine to be inhaled. Although no conclusive studies have been released the CDC has been pushing for an EPA investigation to determine the health risks.
