Well i got sun burned yesterday going swimming at a lake with no chlorine in it(if that matters), but my friends wanna go swimming and one of them is also sun burnt and thinks it will be refreshing. Im kinda borderline on what to do caus i dont want the chlorine to dry my skin out any more. So will it dry it out or do anything at all?

Mr. Peachy had the most convincing faux science I've ever seen. Well Played.
Hydrochloric acid isn't made by water and chlorine, it's made by hydrogen chloride and water.
But to answer your question, the chlorine will only dry out your sunburn a little bit, leaving the skin a bit rougher. I know, because I was recently burned up in Montauk and have spent time in a chlorinated pool.

EDIT: The sunburn was particularly nasty, bright red skin, awful peeling, lots of pain and itching associated with it.
Still have it after almost a week now.
But initially the pool made it feel better, it was only after I rinsed off that I noticed the burn looking brighter, and later the burnt skin that was peeling became almost stiff.
It really wasn't all that terrible with the chlorine, but it will probably have some slightly negative effects.

Chlorine mixes with water to make hydro (water) chloric (chlorine) acid. No, of course you don't want to expose your already damaged skin to that.

well this is Kevin on my other email and i wanted to ask if you felt any discomfort or anything odd about your sunburn after you swam..also was it a bad sunburn?

i think cholrine makes your skin feel all icky
