Contact the state health department for an application - there is registration requirements now in effect for Illinois even though they have not presented the draft rules yet nor told us what they are going to charge studios but I hear it is $500. The problem in Illinois is there are many towns/cities with anti-tattoo regs so you better be very sure you can open a studio where you want to.

Even in Chicago, some neighborhoods will turn you down. My personal opinion is you are putting the cart before the horse. I would say you should learn to tattoo first and get to know the industry before you spend thousands on a business that you don't really have a personal connection with.

It is for the health and well being of the public. A license is to make sure the shop follows sanitary practises and that the tattoo artists are all licenced and know what they are doing, so they don't spread diseases, and infections to the general public. There are a lot of State regulations concerning tattooing, and piercing. A licence means that the shop is following all those laws.
