there is a website I use alot for gifts, it is called Chimes Of Your Life.
They personalize wind chimes. You can have them put just text on the wind sail, or you can get illustrations or what they call cut outs. They have different sizes and colors of windchimes. I can't help saying this... but why do you want to go cheap??? I'm confused why people want to give cheap gifts at weddings. It cost the couple at least $30 000 to get married and you guys are looking for $25 gifts. Did you know it cost (on average) a bride and groom $180 per person? (That includes the meal, alchool, ceremony... everything) Plus you probably have a guest too so it's double that. Man... I just don't get it. It's one time in your friends or relatives life, why be cheap?
But to help you, if you have a guest, you have to give at least a $400 present. Now maybe you guest will go 50/50 with you. $200 isn't truly that much.
I'm sorry if I sound mean, but I don't want you to be embarrased. You don't want to be the one relative/friend that gives a punch bowl from the dollar store. The bride and groom will laugh at the gift.
I hope it doesn't sound so mean. I don't mean to be really...

When I got married someone gave us a basket, 2 wine glasses, 2 cloth napkins and a bottle of wine. It was a fablous gift, and I don't think it would be too expensive to put together.

Go to thingsremembered.com. They have a throw that you can embroider their names and wedding date on (price includes it) for $25. It's my favorite thing to do.

or you can buy two pairs of chopsticks/ spoons/forks engraved with their names or date of wedding.
you shud concentrate on gifts which brings the meaning of togetherness.
