Cloven means split into sections. Basically it means it seemed like there were little flames above their heads.

"Cloven" is a 400 year old word that means to divide or separate. The NIV translation says "They saw what seemed to be tongues of fire that separated and came to rest on each of them."

Luke is trying to express in words what is spiritual. The holy spirit ascending onto the apostles looked like flames, or fiery tongues.
