No, they're not the same but they both work similarly. They both are so a dog won't chew or scratch at a wound.
The queen's collar or Elizabethan collar (the "cone") prevents the dog from licking because the collar covers his head, so to speak. One advantage to this is it also prevents a dog from scratching (with his leg) at his head and face.
The neck brace, if you're referring to what I think you are (looks something like this: http://www.valleyvet.com/group_images/24827_A.jpg), prevents the dog from turning around. Therefore, he can't reach most of his body. He likely can still lick his paws, but I'd suspect he could do that, at least partially, with the queen's collar.
Neither one is very pleasant for most dogs. My dog managed to pull off his queen's collar and made an attempt to bury it. Not to easy to bury it, but he definitely hated it.
If you have the option, I'd try them both on your dog and see if he obviously hates one more.

As you know, the fleas are the primary problem and you need to kill them or the biting and scratching will just come back when you remove the cone (he can't live forever with a cone around his neck, right?) But, while you are doing all that, the cone will help to keep the dog from mutilating himself until his wounds have healed and he is not so irritated. Although it may seem cruel it is probably best for him. Fleas can be hard little buggers to get rid of! Here are some tips I've learned: You mentioned advantix which will help. For some reason, I have found revolution to work best (as a bonus it also protects against heartworm) but it is pretty expensive. It may eb worth trygin for a few onths until they are under control then switching to a cheaper brand. You mention that you do not have carpet, but fleas can also live in crevices in hardwood floors, as well as furniture and anything that has cloth (including your bedding if the dog sleeps with you), so they may hiding there.Whatever you treat, you will need to use product that has a growth regulator in it (go to the vet or groomer. They have the good stuff!) It may take two treatments but it often works with one if you treat everything really well. Vacuuming obsessively helps. And by that I mean at least once a day. Twice is better. The vibration from the vaccum will trick them into hatching and then you suck them up and toss them out. Be sure to replace the vacuum bag right away or they'll just get out and live happily ever after! You can vacuum hard floors, furniture, dog beds, etc. Wash the dog's bed or blankets in hot water daily for a week, then weekly from then on. If the dog lives outside, you'll want to wash any bedding in his doghouse and keep him on those monthly flea treatments. You can treat the yard (but cold weather WILL help that) but you may not need to if you keep him on the flea meds. I know this sounds like a royal pain, and it is, but if you go at the fleas full force for a couple weeks and get rid of them it is worth it. (I've been there!)

You mean the Elizabethan collar, don't they look silly! It is not the same as a neck brace, its used to keep a dog from scratching, licking, chewing, etc. someplace on its body, IE. stitches after surgery, skin condition, etc. They do make a neck brace type device for dogs that can be used in place of the collar and does not allow the dog to turn its head very far to bite or chew its body.

A cone is put around the head to prevent an animal from chewing or licking a wound. Or to prevent the animal from tearing off a bandage. The dog can eat and drink but the cone is placed so that if he turns the head toward the injured body part, he can't reach it.

It's called an Elizabethan Collar (called an E-collar for short), and it's nothing like a neck brace. It's used to keep dogs from licking (like at incisions from surgery), or from scratching at parts of their face. It allows the dog to look around, eat, drink, etc, it's just used to keep their head away from the other parts of their bodies.

Dogs typically have to wear cones to keep them from licking/biting at their stitches after surgery, or from messing with hot spots (skin that's itchy and raw from allergies).
