20For ever since the creation of the world His invisible nature and attributes, that is, His eternal power and divinity, have been made intelligible and clearly discernible in and through the things that have been made (His handiworks). So [men] are without excuse [altogether without any defense or justification],

21Because when they knew and recognized Him as God, they did not honor and glorify Him as God or give Him thanks. But instead they became futile and godless in their thinking [with vain imaginings, foolish reasoning, and stupid speculations] and their senseless minds were darkened.

22Claiming to be wise, they became fools [professing to be smart, they made simpletons of themselves]. Romans 1:20-22

Does this mean we are without excuse?

Looks like you've already answered the original question yourself. Of course the bible will clearly state that those without faith in God are "fools", "simpletons", etc, etc. Faith isn't knowledge though. It's quite the opposite. The bible really does a good job of using improper language to mess with people's minds.

Yes, we are without excuse.
God has set eternity in the hearts of men.

People reject even the basic knowledge of God.
People have an inner sense of what God requires but they chose not to live up to it. In other words, people's moral standards are always better than their own behaviour.
People instinctively know the truth, and they will have to endure the consequences of ignoring it.

Although people know that God exists, their wickedness blinds them to the truth.

There is always a knowledge of God in the human heart, and no matter you want to deny, atheist know, could it be true? But they won't admit.
