If the Gov. of a state wants a certain soldier to go into another battalion because he knows that soldier will go far and do a fantastic job can he talk to his CO and help get it done?

his current CO doesnt want to let him leave but with a little convo from someone of political power any chance he would reconsider letting him leave?

No. The military brass resent that kind of interference from politicians. Chances are it would cause trouble for the soldier.
