I'm not sure about the Creationist theory, other than God's ... interests ... in.. nevermind.
But in evolutionary theory, I believe that would be referred to as a vestigial feature from when there was enough fur on our feet to keep them warm. In Africa, humans were warm enough and needed to sweat, which works more effectively when there's less fur.
Beauty being in the eye of the beholder, the real mystery is why we grow excessive amounts of fur on our heads, so much so that we have to cut it.

The toe hair serves no purpose in our species and is a vestigial trait.
Human hair does not function well for warmth, rather it is used (as our genetic cousins still use it) for cooling. The hair on your head keeps the sun off of your head as the brain can easily over heat, and allows the heat to dissipate into the air between the hair. You'll notice people from hotter climates tend to have thicker denser hair than ones from colder climes, not the other way around.
The hair also wicks sweat away and cools that way as well, which, (to come back to your question) is most likely what the toe hair was originally used for.

The creation answer: It was God's will. And if you shave it off you are committing a great sin by destroying God's creation as he intended it.
The evolution answer: It is probable that our distant ancestors were much hairier than we are. At one time, the hair served a purpose, but it really doesn't any more. So I think, for all intents and purposes, this could be considered vestigial hair. So it's okay to shave it off.

Ah. The truly important question of life. I don't know why we all yak about world peace and such.
So... hmmm... aside from the idea that evolution is a natural process and does not disprove God.... that hair on the toe is clearly, very important.
Spiritual Realm: God loves us so much, our toes are embued with a wooly reminder of the loving comfort of Spirit. And, the sensory input about stuff crawling on our feet (like bugs, etc) is something God would have us know.
Evolutionary Realm: Our papa's papa's papa (etc) was a monkey.

You ask this question only because it annoys you, yes? What teaches you this? Is it your culture that says hair on the toe or on the knuckles is annoying?
Culture teaches that hair on a woman's legs or under her arms is bad. So she finds it annoying. Yet European cultures do not teach this.
Who knows? Perhaps because of our imperfection, the hair grows on the toes a little more than it was initially supposed to. Clearly, our bodies do not work the way perfect ones do.

It's a throwback from when we had hair all over us for insulation. In most cases, body hair is oddly placed. It's likely due to the same thing that causes moles with hairs growing from them.

I dont grow any hair on my big toe... I wear my socks all the time even while I am sleeping... The socks shave them away I think... So the question is irrelevant for me... Sorry...

For the same reason we have hair on different parts of our bodies. At one point we needed it. I hardly have any hair on my big toe.

I don't know, I guess we probably used to be hairy for warmth, and some of it just stuck around?
But y'know what gets me? The hair on almost every part of us grows to a certain length then drops off. And not just eyebrows and eye lashes and...erm...other obvious places? But aarms and stuff too. But on your head, you have loads!
