If you mean who was the best general - considering the technology at the time, from a tactical standpoint probably Alexander the Great.

From a strategic (and in some cases, tactical) standpoint, maybe Dwight Eisenhower.

Napolean and Ganghis Khan were brilliant generals who understood both, but it's very difficult to compare different timeframes.

those are almost all excellent strategists, but i would say of them grant was the best. his strategies were ingenious. plus hes the only one in this group who didnt get screwed over at some point in time.
