A cell is a small group (usually less than ten). In the case of Al Queda the cell is formed from those who underwent training in a Jihadi Madrassa (terrorist training camp) and then carry out "Hijra" (voluntary expatriation for the purpose of waging Jihad). They sometimes reside together in a single residence which is know as a "Beyit Al Shuhada" (Martyr's House) prior to carrying out their operation, normally involving their own suicide.

Any cell in Al-Queda in US was wiped out on 9/11. They all were working in WTC when the planes hit the building.

That was why there were no arrests in the US of those who were "known" terrorists. Except for that Mossad Agent, Zacarias Moussaoui.

But, a cell usually consists of 3-10 to keep numbers small and not noticable. And, do not contact each other. And, all have same or similiar planes so left hand does not know what right hand is doing.

Meaning that someone else did 9/11 since all cells knew that they had over 100 cells working in WTC during 9/11. In 1996 there were 300 cells reported in US.

Cells are a string of people who come to the United states with the purpose of undermining the government usually in violent means. Sleeper cells the common use is when someone immigrates, usually using money funded by terrorist groups to live in the US. They live here for years, work, go to school, hold jobs and then when then years later are called upon to act in a hostile manner. They do this because they are indebted or because they believe in the manifesto of the terrorist organization.

A cell can be 1 person or as many as a dozen people set up in a designated area to accomplish a mission. That mission can be something as simple as watching the progress of a certain situation.
