Grooms get Congratulated, Brides Get "Best Wishes" and the couple on the whole get "Best Wishes"
Do NOT congratulate a bride, it is very bad manners, as if you are saying "Congratulations, you got a man to marry you" You congratulate a groom because she said "Yes" and showed up.

You don't have to go into a long spiel. Make it nice but short.
If you are related to the groom say, "I approve, congratulations. She is a lovely girl and I'm sure you two will be very happy together."
If related to the bride: "He is a lucky guy to get such a nice person as you. All the very best."
There's a lot of nice things you can say to both of them.

Say 'Congratulations, I hope you'll be very happy together' or something very like it. No matter the age of the groom or yours, that's more or less what you say to him.

So that makes you 13. I think no matter what age you are "Congratulations" and "Good Luck" are always a good thing to say.
