In general can't someone relax in sofa or in bed while the RV/Motorhome is in motion? There are lots of movies where you see people sleeping in a RV while it's on the road. Are those just fictional and illegal?

RV's are not except from the laws of physics, even if they are except from the legal writs of a particular state (though I doubt any state does this).

A child NEEDS to be in a properly used carseat, and the likelyhood of getting a childseat properly installed in an RV are slim to none.

Not necessary for people to use seat belt in RV, but wisely suggested. However, children and babies should always be in a safety seat at all times.
