You will exert more effort with the sandals to do the same amount of work. The shoes, assuming they have a stiffer sole, will be a bit more efficient than the sandals. But the sandals might not be a wise choice to use while biking in case they fall off and get caught in the wheel or something.

I would say yes according to the speed. Less traction and less safe too.

If they keep falling off and you have to ride back to pick-em up... Then YES.
