a lot of things could be wrong with it. Is this factory put in cruise control? Or did you do it yourself? How old is it? Over the years cruise control "fades" and will start to slowing gain speed. Is it just not recognizing you are setting cruise control at all? If so its probably in the wiring.
You'd really need to take it to a shop to get them to see what the problem is--thats just too broad a question. (and the guys in cars/repair never answer questions on cruise control so that category won't help you either. best to ask it in football)

I don't know about your van, but the cruise control on all of the cruise ships I have been on worked great.
