Seems to me that if god didn't directly create evil, then he created the agent(s) that did. And, being omniscient, he did so with the full awareness that evil would be the result. Therefore, any way you slice it, god created evil.
If I were to hire someone to shoot and kill someone else, would that make me less a killer than if I had pulled the trigger myself?
BTW, I'm endlessly amused by Christians who attempt to redefine, re-translate and otherwise spin inconveniently unambiguous phrasing in scripture...

The book of Isaiah,like most of the bible, was written by people with Their Understanding of what they thought God said. It is very difficult to take words from the Bible literally except for a few words of Jesus which were repeated over and over again before being written down.
Jesus told us that God is Love. If God is Love, then God is not evil and God did not create evil.
A parent's love for a child in denying them something may be interpreted by the child as evil when in reality it is actually good for the child.
Evil is created when one chooses something bad or harmful.
When the angels freely choose to disobey God they created evil and they became devils.
If I choose evil, I become a sinner who has the opportunity to turn back to God by no longer choosing evil.

Makes you wonder...If an "almighty" god can create and destroy as he does numerous times in the bible stories, then why not eliminate evil, or for that matter why not the "prince of the air" himself.
No of course not, he had to let lucifer REIGN until the end of time. That way one has no choice but to accept his son or else burn for eternity.
We know that the christian god wants evil to exist, we can infer this from its very existence. It has absolutely nothing to do with freewill and has alot to do with the fact that the bible was very carefully designed to make all the pieces fit to an ultimatum that goes against all that is logical and natural.
So, yes he did and to say he didn't only means he is not god.
The question is WHY?

There is a discussion about whether the Bible clearly says that God creates evil. There is a verse in Isaiah which has been translated to say that God is the one who causes evil. However, the Hebrew word is not necessarily a word used to mean moral evil, but instead calamity. The New American Standard translates it like this, "One forming light and creating darkness, Causing well-being and creating calamity; I am the LORD who does all these" (Isaiah 45:7). In this passage, God is warning his people that he is allowing disaster to come upon them in order to punish them for their disobedience and idolatry. In that sense then, he is the creator of calamity. As far as I know this is the one verse where people turn to "prove" that God creates evil.
Other than that, evil seems to have been a thing that came from the creatures who exalted themselves above God (starting with Lucifer, aka Satan). The problem of evil is a difficult one and should be handled with care.

God is an enlightened being. Having said that why would an enlightened being spawned evil in His creations? It is not God but the ignorance of His creatures breeds evil.
