Actually, I wouldn't change the bowl. Stainless or Ceramic bowls are better for the dog. Many dogs have reactions to or have allergies to plastic.

I would buy the rubber tag protectors that go around the tags or I would tape his tags together. They are still there to identify your dog but won't make that loud noise.

Please keep the toilet lid down. Toilet water is not healthy for any dog.

My dog is like this too. I think the other people are right, it's the noise of the tags on the bowl. You should get a plastic bowl and possibly a tag guard? The tag guard I just saw at the pet store, it's a small plastic rim that goes around the tag to stop that annoying noise. :) (I also took my dog to the pet store and let him "pick out" his own new bowl...that seemed to help! Haha!)

One of my dogs is afraid of the water bowl, it is a stainless steel bowl and she doesn't like the nose her tags make when they hit the bowl. Try a plastic one if urs is stainless steel.

Maybe it is the water he's afraid of, cool fresh water in the toilet, not to mention the status factor.
