Thank you to everone that answered. My cat was the one that wasn't peeing and tried to bite my daughter, he was at the vet at the time I wrote the question.
Now...
My cat is walking around the house, letting my daughter pick him up and everything. He is very social now. He must be feeling a lot better.

If he is not peeing, he may be blocked from crystals. He needs a vet urgently, or he will die. He must be de-blocked with a catheter and start a special diet, and also antibiotics.
