No regs for Texas. 18 and up can buy it at pretty much any where they sell guns or ammo.
You may want to check into a taser. They make hand-helds powered by AAA batteries that are very effective.

True, go to gun or security stores in your area. Most places don't require a permit to carry lower power stuff, but some do. Anyone selling the stuff should know about it, and if they don't, then get out of there and find someone else who knows their stuff. Stay away from the $5 sprays they sell in gas stations.

each state, and even each township can have different rules and requirements. California required you to go thru a course and be "gassed" yourself to see what it was like before issueing a permit for it. Idaho has no restrictions for anyone over 18. Here you can buy it at any sporting goods store. Some places you have to buy it at a "cop" shop.

It can be purchased at just about any gun shop. Needing a license will depend on where you live. Although, if I'm not mistaken, you don't need one for the smallest of the canister sizes. The type you can put in a pocket or purse, or on a key chain. If your unsure, the gun shop owner/ or employees should be able to answer that question. They keep up to date on that information.

U.S. law says no, and you can buy it from any gun store that carries it or a sporting goods place like academy. There are limits on what %mix you can carry but any retailer will sell you the legal amount.
