The person stole money from me. I dont have a lot of proof. But I know she did it. The judge dissmissed the arrest warrent I filed.

You actually filed a complaint. The judge would issue an arrest warrant. If the case was dismissed, that's it! There is no appeal to a dismissal.

Private parties do not get 'warrants'. A complaint or information is first filed by the prosecutor or district attorney. Then if the court finds enough evidence to proceed the suspect is held or bound over to answer, if the suspect is not in custody and does not show up for court a warrant is then issued by the court. If the court dismissed the case then the prosecutor or district attorney must find new evidence and resubmit the charges.

A private person cannot file a warrant for arrest -- only a prosecutor can petition the court for a warrant.

If the case is dismissed "without prejudice" you can re-file later. If the case is dismissed "with prejudice" you can appeal.

Oh my god. You can't file a warrant, only a judge issues a warrant. You can file a criminal complaint, in which it's up to the police to decide if they want to go to the court for a warrant, or you can go to small claims court and attempt to recover the money. In both cases you need proof of the crime/fraud/damages. If you don't have proof you can do nothing except blame yourself.

Since the person was not charged, you could file again. However you will need to provide better evidence of the crime.
