Not that I know of but apply for WIC -- they will give you 8 cans of powder formula a month or 31 cans of concentrate. If your child is on a special formula all you need to do is get a prescription from your doc and bring it to their office. I used it for my daughter since i am a single mother and they also will give you vouchers for food as they get older.

I'm not sure, seems like you should be able to. In my area we have a program called WIC (Women Infants Children) that will pay specifically for formula and juices and cereals for babies and children.
