Dogs become overweight the same way people do...not enough exercise and too many treats.
Feed her her regular meals and stop giving her food rewards and treats. Start with regular walks and increase the activity gradually, just like you would for a person.
You aren't hurting her by removing treats. Dogs, by nature, have a different metabolism than people and don't need to eat 3 meals a day. By giving treats you are putting your dog way over her caloric requirement for the day and creating bad habits.

If you can't take her for walks, I suggest you play indoors with her for a few minutes several times a day, and try to teach her some basic tricks too. You can reward her with 1 cheerio. she will be happy with the attention and become more active. Also, give up on treats. Try giving her carrot sticks. If all else fails, there is always diet food for dogs.

A Chihuahua kept outside 24/7? WRONG! You cannot keep a small dog like that outside all the time, whether she's fat or not.

Get some weight management food and a new toy that she can chase. Play fetch with her. You could take her on a walk, which would be good for both of you. Try an agility training class which will help her loose weight, plus, she'll have fun with it.

Well feed her half of the amount of food you usually give her and stop giving her junk food, table food, and treats. Walk her ....alot! Prefereablly a couple times a day even if it's short distance. PLay with her alot and give her plenty of water. Good luck!

omg a chihuahua 15 lb! omg right ok, cut down her food portions and no snacking during the day, take her on more walks and gradually increase this, she will lose weight in no time at all

Why would being over weight, keep her from being in the house?? That's odd...
Exercise, good food and don't over feed.. Cut back on the treats and no table scraps..
Don't lock her outside cause she is fat.. That's discrimination.
