Interesting question!
Well it depends on the situation! Are you looking at this person as your exbf/gf or are you seeing traits or habits that your ex once had and are associating the two?
I don't think its fair to have a relationship with someone if your going to constantly measure them against an ex. You have to remember that everyone is different and while they may have similar interests, traits or habits as an ex, they ARE a different person and you should see them as that.

Not a good idea, at all. Fair has nothing to do with it, but I guess you could say it's not fair to the person being dated just because they remind someone of their ex.

Not only is that not fair, it is not healthy for a person to expect the same the same thing from a bf/gf as was from the ex!!!

NO! Very bad reason to chose a relationship. Sounds like someone isnt' over the original relationship and trying to relive it through another similar person. Not only are they fooling themsleves, they are using the other person which is very UNFAIR to them.

Not really but we often do fall for the same types over and over again. So, initially, there may be some similarities but if, over time, he doesn't recognize you for YOU and you become some shadow of his former ex, that's not going to cut it.

Its not a problem but you have to Be Sure---you never let that person know why you dated him/her. It would be a tremendous slap in the face.
Don't tell your friends either for you KNOW it wont stay a secret long.
