Let me extend the question:
What if Russia was a much greater superpower than USA with supersophisticated technology USA could not compete, and the USA did give all its best to stop the terrorists but then Russia said: No, we're not happy with your progress. We shall attack anyway.
I don't think that even then Russia would have the right.
But I think this is how the iraqis felt.

Yes; but due to our relationship with Russia they would ask us to take care of this situation, they know if they invade the USA it might start a war they can't win out right. We would have the same right and would ask Russia to take care of it for us.

By the standards established by the US actions after 9/11, yes, they do have that right if they feel like we aren't pursuing the terrorists wholeheartedly enough on our own.
At least in theory, we invaded Afghanistan because they weren't doing much about pursuing Bin Laden, and we didn't invade Pakistan because they seemed more enthusiastic about chasing out Al Qaeda. So it basically seems to me that the standards that the US established are that it's okay to invade the country if the existing government isn't effectively chasing its internal terrorists on its own. So in your scenario, by these standards, Russia could invade us if they felt like we weren't doing enough to apprehend the terrorists.
I'm not including the invasion of Iraq in any of this analysis because that invasion is immoral, ostensibly completely irrational lunacy.

Hhhhm interesting question and perspective. But the only terrorists here are the Republicans and I think they are scared of Russia, so that would probably not happen.

There already are crackpot terrorist organisations in the U.S. who, if given a chance would give it a crack. And to be honest, the federal government probably wouldn't mind that much (saves them having the bad PR)

They do if we ignore their demands to turn over the known perpetrators of that attack. That's what happened in Afghanistan when the ˇaliban refused to turn over Bin Laden and his associates.
