I suspect you are on a corporate or school network and were given the restricted access by the System Administrator.

The System Administrator provided you user access under the restricted user limits for security reasons. He does not want you changing settings that can foul up the network, install software not acceptable for the network use without approvals, etc as this can create serious problems.

You cannot change your level to administrator without the System Administrator's approval.

You will require him to approve the change. This means you have to convince him you should have administrator privledge and what you are going to be doing. If it is not business related, you may find yourself in a career limiting situation so think twice before asking unless it is a legitimate use.

(this may be wrong)
(this will require re-creating your account)
(also,
log out of your account before continuing)
(I'm not very good with vista)
Go to the administrator account on your PC,
then select the start,
click on control panel,
a window will pop up,
click on user accounts,
select your account,
i think you will see a button that says delete account,
click that button,
then when you re-create your account,
select administrator.
